Australia

Australia's climate framework rests on two Commonwealth Acts: the Climate Change Act 2022, which codifies the country's emissions targets, requires annual ministerial climate statements to Parliament, and gives the independent Climate Change Authority statutory advisory functions on NDC-setting, and the Carbon Credits (Carbon Farming Initiative) Act 2011, which establishes the Australian Carbon Credit Unit (ACCU) scheme for eligible offset projects, administered by the Clean Energy Regulator. Australia's 2035 NDC target, announced on 18 September 2025, sets a cut of 62 to 70% below 2005 emissions levels, with net carbon removals and ACCU reform named as one of five priority delivery areas. Its third Long-Term Low-Emission Development Strategy (LT-LEDS3) was filed on 25 November 2025. Australia has no dedicated forest or REDD+ instrument.

Adopted 2022-09-08 · In force in force · in-force
"Australia's framework climate mitigation document sets out greenhouse gas emissions reduction targets by 2030 and by 2050. The Act provides for annual climate change statements, requiring the Minister to prepare such statements; and cause copies of those statements to be tabled in each House of Parliament. The document further confers advisory functions on the Climate Change Authority which is independent, on the creation of NDC targets and on the preparation of annual climate change statements. The operation of this Act should be periodically reviewed."climate-laws.org document summary field

Bolivia

Latin America & Caribbean

Bolivia's carbon-market position changed mid-decade, and both positions are set out here rather than one being chosen. Its 2012 framework statute, the Ley Marco de la Madre Tierra (Ley N° 300), grounds all subsequent climate policy in the Vivir Bien paradigm rather than a conventional mitigation-target statute, and its Article 32.5 barred carbon-market financing from any Bolivian emissions-reduction plan on non-commodification-of-nature grounds. On 19 June 2024, Bolivia's Tribunal Constitucional Plurinacional, in Sentencia Constitucional Plurinacional 0040/2024, reinterpreted that same article to permit, rather than prohibit, the issuance of carbon bonds and credits by state or private actors, citing Bolivia's Kyoto Protocol and Paris Agreement obligations. As of September 2026 reporting, no implementing Supreme Decree had yet given the market clear rules or firm safeguards, and Bolivia's Vice Minister of Environment is quoted acknowledging that the state still needs to strengthen the regulatory framework.

Bolivia's third NDC for 2026 to 2035 sets sectoral goals rather than an economy-wide emissions figure: halting and reversing deforestation, 75% of electricity from renewables, 40% of agricultural units using conservation, regenerative or climate-resilient practices, and recovering at least 25% of municipal waste while closing open dumps, framed around climate justice and developed countries' responsibility.

Brazil

Latin America & Caribbean

Brazil's foundational climate statute, the Política Nacional sobre Mudança do Clima (Lei nº 12.187/2009), commits the country to reducing anthropogenic emissions and strengthening carbon sinks, but had gone sixteen years without a substantive update as of 2025, according to the Brazilian Senate's own account, lagging the Paris Agreement it predates; a legislative update process was under way through late 2025 and 2026. Brazil's Second NDC, submitted to the UNFCCC on 13 November 2024, was the first in Latin America and second in the world, after the UAE, to file its next-round contribution, setting an absolute pathway from 1.3 GtCO2e in 2025 to 1.2 GtCO2e in 2030 and 0.85 to 1.05 GtCO2e in 2035, the first Brazilian NDC to name reducing fossil-fuel use directly.

Burkina Faso

Burkina Faso has no dedicated climate-change act. A 2013 amendment to its general environmental framework law was the main legislative vehicle for incorporating climate considerations, and a national climate-policy gap is partly filled by ECOWAS regional instruments. Its Troisième Contribution Déterminée au Niveau National (CDN 3.0), covering 2026 to 2030 and filed with the UNFCCC in January 2026, documents that both the 2015 CDN (an 18.2% reduction target by 2030) and the 2021 CDN (29.42%) fell short of their ambitions because of unfunded conditional projects and delayed resource mobilisation.

China's Ecological and Environmental Code was adopted by the National People's Congress on 12 March 2026 and came into force on 15 August 2026. It is China's second formal statutory code after the Civil Code, with 1,242 articles covering pollution control, ecological protection, and green and low-carbon development. China's NDC3.0, announced by President Xi Jinping to the UN Climate Summit on 24 September 2025, sets 2035 targets of a 7 to 10% net-GHG cut from peak, a non-fossil energy share above 30%, 3,600 GW of wind and solar capacity, forest stock growing to 24 billion cubic metres, and an expanded national emissions trading scheme. China's carbon market runs on the State Council's Interim Regulations on Carbon Emissions Trading Management, in force from 1 May 2024, paired with the 2024 relaunch of the China Certified Emission Reduction (CCER) voluntary-offset scheme, capped at 5% of compliance obligations. Both sit under the standing "30-60" pledge, announced by Xi Jinping to the UN General Assembly on 22 September 2020: peak emissions before 2030, carbon neutrality before 2060.

Colombia

Latin America & Caribbean

Colombia's climate architecture runs through two framework statutes: Ley 1931 de 2018, which sets guiding directives, including self-management, coordination, co-responsibility and gradualism, binding national, departmental and municipal public and private decisions on adaptation and mitigation, and Ley 2169 de 2021, the Ley de Acción Climática, which commits Colombia to carbon neutrality by 2050 and names all national and territorial public entities as co-responsible for meeting that target. Its NDC 3.0, "Transformaciones para la Vida," submitted to the UNFCCC on 19 December 2025, ratifies its 2030 commitment and sets the pathway to 2050 as a 90% gross emissions reduction against 2015, with the remaining 10% offset by absorptions. Colombia's long-term strategy, the Estrategia Climática de Largo Plazo (E2050), was filed with the UNFCCC in November 2021. Colombia runs a national carbon tax with a non-causation mechanism (Decreto 926 de 2017) letting taxpayers offset the tax by buying verified credits, tracked through RENARE, the national GHG-reduction registry established under Resolución 1447 de 2018 and re-administered under Resolución 418 de 2024, which also carries Colombia's REDD+ programme and project registry as a nesting mechanism to prevent double counting.

Indonesia's newest NDC, submitted on 27 October 2025 and labelled "NDC3.0" by climate-laws.org though Indonesia's own cover materials call it a "Second NDC," sets a 2030 emissions peak with decline to 1.26 to 1.49 GtCO2e by 2035, and reaffirms net zero by 2060 or sooner, resting on the Long-Term Strategy for Low Carbon and Climate Resilience 2050, filed with the UNFCCC in 2021. As of the most recent press coverage checked, in December 2024, Indonesia's draft Government Regulation on the Protection and Management of Mangrove Ecosystems remained unenacted, awaiting presidential signature.

Kenya's climate architecture rests on the Climate Change Act, Cap. 387A, assented on 6 May 2016 "for the development, management, implementation and regulation of mechanisms to enhance climate change resilience and low carbon development for the sustainable development of Kenya." The Climate Change (Amendment) Act 2023 extended this into carbon markets, and the Climate Change (Carbon Markets) Regulations 2024, gazetted on 7 June 2024, now govern the full project lifecycle, from concept note and design document through authorisation and issuance, through a National Carbon Registry, sector registries, and mandatory community development agreements. Kenya's current NDC, submitted in December 2020, targets a 32% reduction in emissions against business as usual by 2030.

Nepal's Environment Protection Act 2019, itself the product of public-interest litigation (Shrestha v. Nepal has since added a dedicated Carbon Trading Regulation, dated 10 December 2025, a National REDD+ Strategy for 2025 to 2034 dated 16 July 2025, and an NDC3.0 dated 14 May 2025.

Niger's environmental framework law dates to 1998 (Loi N° 98-56), fixing "le cadre juridique général et les principes fondamentaux de la gestion de l'environnement au Niger," a pre-Paris-Agreement general framework rather than a climate-specific act. Niger revised its NDC in 2021, submitted in December 2021, raising ambition for adaptation and mitigation in the agriculture, forestry, land use and energy sectors against a 2014 emissions baseline, coordinated by a dedicated national committee created by ministerial order in August 2020.

Nigeria's climate architecture is unusually complete and codified. The Climate Change Act 2021 is a full framework law: it establishes the National Council on Climate Change, chaired by the President, a Climate Change Fund, five-year carbon budgeting, mandatory ministerial and private-sector climate obligations, a REDD+ Registry under Part VII, and a 2050 to 2070 net-zero target written into the Act's objectives clause. Its third NDC, from September 2025, sets an absolute economy-wide target of 29% by 2030 and 32% by 2035 against 2018 levels, replacing the earlier business-as-usual framing, and commits to net zero by 2060, referencing a Long-Term Strategy already submitted in 2024. A Carbon Market Framework and Activation Policy, from October 2025 and issued under the Act's own statutory mandate, operationalises Nigeria's Article 6 and voluntary-market participation with defined institutional roles and integrity requirements.

Saudi Arabia has no dedicated framework climate-change act. Saudi Arabia's NDC, which the Kingdom itself titles its "Second Nationally Determined Contribution," was filed on 28 December 2025 and commits to reduce, avoid and remove 335 million tonnes of CO2eq annually by 2040 against a 2019 base year, a 20.5% progression over its 2021 NDC, pursued through its "Circular Carbon Economy" framing. Its carbon-market mechanism, the Greenhouse Gas Crediting and Offsetting Mechanism (GCOM), announced in October 2023 and launched in early 2024, is a voluntary, Article-6-aligned scheme traded through the Regional Voluntary Carbon Market Company (RVCMC), a joint venture of the Public Investment Fund and Tadawul established in October 2022.

Tanzania

Africa

Tanzania's carbon-market regime is set out in the Environmental Management (Control and Management of Carbon Trading) Regulations 2022 (Government Notice No. 636, 28 October 2022), whose stated objective is "to provide for the control and management of carbon trading projects," applying to all types of carbon-trading project in Mainland Tanzania. It establishes a Designated National Authority and National Focal Point, an ad hoc National Carbon Projects Assessment Technical Committee, and a Registrar. Tanzania's July 2021 NDC commits to "reduce greenhouse gas emissions economy-wide between 30-35% relative to the Business-As-Usual (BAU) scenario by 2030," a substantial rise from the 10 to 20% range in its first NDC.

United States

North America

The United States has no comprehensive federal climate change act, and as of 15 September 2026 it is, for the first time since the Paris Agreement's creation, not a Party to it: Executive Order 14162, signed on 20 January 2025, set its withdrawal in motion, and that withdrawal became effective on 27 January 2026, per the Harvard Environmental & Energy Law Program's own tracker, leaving the United States alongside only Libya, Yemen and Iran as non-Parties. Separately, a 7 January 2026 presidential memorandum directed withdrawal from 66 international bodies including the UNFCCC itself and the IPCC, a step the World Resources Institute's US director called "a strategic blunder"; the US Treasury separately withdrew from the Green Climate Fund and its Board seat, effective immediately. Among named states, Washington's Climate Commitment Act (2021, RCW 70A.65) runs a cap-and-invest programme operating since January 2023, requiring the state's largest polluters to hold allowances under a declining emissions cap. Mississippi's Geologic Sequestration of Carbon Dioxide Act (Title 53, Chapter 11 of the Mississippi Code) frames carbon dioxide as "a valuable commodity" and directs the state to seek primacy from the US Environmental Protection Agency for Class VI underground injection control wells, an industrial CO2 storage and enhanced-oil-recovery statute rather than a nature-based-market rule.

the order directed the U.S. Ambassador to the UN to "immediately notify" the UN Secretary-General of withdrawal, "with the withdrawal designated to take effect upon notification" under the Agreement's own one-year clause; the Harvard Environmental & Energy Law Program tracker states "The United States' withdrawal from the Paris Agreement became effective on Jan. 27, 2026, following a year-long process"EO 14162 (2025-01-20); EELP tracker "Current Status" entry

The US filed its prior NDC (61-66% below 2005 by 2035) in December 2024, but as of 2026-01-27 it is no longer a Paris Agreement Party — joining only Libya, Yemen and Iran as non-signatories per the EELP tracker — so it currently carries no operative NDC.

Zimbabwe regulated carbon-credit trading through the Carbon Credits Trading (General) Regulations 2023 (S.I. 150 of 2023), which established the Zimbabwe Carbon Credit Registry, a Carbon Credits Trading Committee, and a share-of-proceeds rule sending up to 70% to the project developer and 30% to an Environmental Levy, with at least 25% of the developer's share required to reach the host community. A successor instrument, the Carbon Trading (General) Regulations, S.I. 48 of 2025, has since been published. Zimbabwe's September 2021 revised NDC raised its ambition to a 40% reduction in per-capita GHG emissions below business as usual by 2030, expanded from an energy-only 33% target to cover all IPCC sectors, at an estimated implementation cost of USD 4.8 billion.
