Mexico's Ley General de Cambio Climático (LGCC), published in the DOF on 6 June 2012 and last reformed on 13 July 2018 to incorporate Paris Agreement and NDC commitments, establishes the national climate change system and the mitigation and adaptation planning cycle, with INECC and SEMARNAT as its lead institutions. Its forestry counterpart, the Ley General de Desarrollo Forestal Sustentable, governs forest-ecosystem conservation and use and ties forestry-sector climate mitigation and adaptation action to the LGCC, rather than carrying its own separate REDD+ chapter.
