Côte d'Ivoire's carbon-market regime moved faster than its framework climate law. A dedicated Bureau du Marché Carbone was created by décret n° 2024-658 on 1 August 2024 and began operating on 21 January 2025, backed by a November 2024 procedures manual covering Article 6 and voluntary-market project cycles, contract negotiation and benefit-sharing. The framework law followed: Loi n° 2025-528 du 25 juin 2025 relative à la lutte contre les changements climatiques, adopted by the National Assembly and the Senate and promulgated on 25 June 2025, gives those subject to it three years from publication to comply and sets prison terms and fines for fraudulently acquiring or transferring an emission reduction title. An interim National Commission on Climate Change had been established by décret on 26 June 2024.
