Pakistan's framework rests on the Climate Change Act 2017, which creates the Climate Change Council and Authority, and the National Climate Change Policy 2021, both cited as Pakistan's own legal basis inside its NDC3.0 submission of 24 September 2025. That NDC3.0 sets a 50%-by-2035 emissions cut, 17% unconditional and 33% conditional on international finance, and reaches for Article 6 cooperative approaches, which the Policy Guidelines for Trading in Carbon Markets 2025, unveiled at COP29 in January 2025, are designed to operationalise. Pakistan has no dedicated forest or REDD+ statute, and has not filed a net-zero target year.
