Ghana has no stand-alone climate-change act; its regime is a "patchwork of climate policies rather than climate laws," per an independent legal analysis. Ghana's updated NDC, submitted in November 2021, covers 19 policy areas and 47 adaptation and mitigation programmes of action, and is expected to generate absolute greenhouse gas emission reductions of 64 MtCO2e by 2030. The Environmental Protection Act 2025 (Act 1124) supplies the legal basis for Ghana's Carbon Market Office, hosted inside the Environmental Protection Agency's Climate Change Unit, which already administers five Article 6.2 cooperative approaches and dozens of registered mechanism activities.

NDC
"The update covers 19 policy areas and translates into 47 adaptation and mitigation programmes of action. The 47 climate actions are expected to build the resilience of over 38 million people, generate absolute greenhouse gas emission reductions of 64 MtCO2e, create over one million jobs, avoid 2,900 deaths due to improved air quality by 2030."Foreword, p.4

Carbon market
"provide administrative and technical services to the general public and support the implementation of the Ghana framework for international carbon market" (Carbon Market Office mandate, sourced to Act 1124) — plus 5 registered Article 6.2 Cooperative Approaches (Switzerland, Sweden, Singapore, South Korea, Liechtenstein), 48 registered Article 6.2 activities, 20 registered Article 6.4 activities per the CMO's own sitecmo.epa.gov.gh, "About" / mandate page
Ghana has no dedicated stand-alone climate-change law; the 2025 update to the Environmental Protection Act is the operative legal basis for its Carbon Market Office and Article 6 framework, hosted inside the EPA's Climate Change Unit.

Forest / REDD+
"Ghana’s Vision for REDD+ is to significantly reduce emissions from deforestation and forest degradation over the next twenty years, whilst at the same time addressing threats that undermine ecosystem services and environmental integrity in order to maximize co-benefits from forests." / "Land and tree tenure issues, especially in off-reserve areas and challenges associated with the development and implementation of an equitable benefit sharing scheme pose major challenges to Ghana’s REDD+ process. Other constraints include: codification of carbon property rights"cover (Ghana REDD+ Strategy 2016 - 2035); executive summary, Section 1 (vision); background on constraints
Ghana's twenty-year national REDD+ strategy, subject to periodic review, tackling threats it names as illegal mining and logging, wildfires and unsustainable agricultural production through large-scale sub-national interventions, and naming land and tree tenure, benefit sharing and the codification of carbon property rights as open constraints to be addressed through policy and legislative review.
