Senegal has no dedicated framework climate law yet: a "loi climat" was in diagnostic and preparation stage as of a 23 May 2026 report, with a World Bank representative pressing for adoption before November 2026. Senegal does have in force a 2018 Forest Code (Loi n° 2018-25) governing forests, off-forest trees and forestry land nationwide, and a first NDC submitted on 29 December 2020, built around unconditional and conditional mitigation objectives across transport, waste, energy, industry, forestry and agriculture. A national carbon-market decree is in active consultation, following a February 2026 workshop convened by the Ministry of Environment and the Direction du changement climatique, de la transition écologique et des financements verts with Belgian development-agency ENABEL support, but it is not yet adopted.
