Sierra Leone has no overarching climate-change act, confirmed by an IMF technical-assistance diagnostic stating that "overarching climate change legislation integrating and coordinating sectoral efforts is yet to be enacted." Its climate governance instead rests on the Environment Protection Agency Act (2022), the National Climate Change Policy (2021), and its 2021 updated NDC, submitted on 4 August 2021. The National Protected Area Authority and Conservation Trust Fund Act 2012 allows the Conservation Trust Fund to be financed by carbon-trading revenue, Sierra Leone's closest legal carbon-finance mechanism even though no dedicated carbon-market law exists.
