Honduras's Ley de Cambio Climático (Decreto N° 297-2013), published in La Gaceta on 10 November 2014, creates the Comité Interinstitucional de Cambio Climático to formulate national climate policy for executive approval, and a technical support committee, with SERNA holding primary implementing responsibility, but it does not itself set numeric targets. Those sit instead in Honduras's Segunda Actualización de su NDC (2021 to 2030): a 16% GHG reduction target across energy, industrial processes, agriculture and waste, plus 1% from land use, against a 2011 to 2020 reference period, the first Honduran NDC update to formally include the land-use sector, alongside a commitment to restore 1.3 million hectares of forest and cut firewood consumption by 39%. Honduras has no standalone forest-carbon or REDD+ legal instrument.
