Cambodia consolidated its entire environmental and climate legal base into one 865-article, twelve-book Code of Environment and Natural Resources, adopted on 13 June 2023, which establishes the country's climate-adaptation, GHG-reduction, financing and reporting architecture in a single instrument rather than a dedicated climate act; the Code supersedes the 1996 environmental protection law. Cambodia was the first ASEAN country and second Least Developed Country globally to file a Long-Term Strategy for Carbon Neutrality, submitted to the UNFCCC on 30 December 2021 and committing to carbon neutrality by 2050 across agriculture, forestry and land use, energy, transport, industrial processes and waste. Cambodia filed an NDC3.0 on 1 July 2025. Cambodia has no dedicated carbon-market instrument.
