FOREST Program clean cooking results-based financing
Launched in February 2026 and backed by $20 million co-financed by the World Bank's International Development Association and Energy Sector Management Assistance Program, the FOREST Program's results-based financing mechanism pays private cookstove-value-chain companies for verified household reach, targeting 500,000 households, or 2.5 million people.
Inside the project
Launched in February 2026, FOREST's Results-Based Financing (RBF) mechanism mobilises private sector companies across the full value chain, from manufacturing and distribution to after-sales service and sustained usage of clean cookstoves.
Backed by $20 million co-financed by the International Development Association (IDA) and the Energy Sector Management Assistance Program (ESMAP), the programme targets 500,000 households, or a total of 2.5 million people, with a target of 25% of recipients being female-headed households.
Objectives
- Mobilise private-sector companies across the clean-cooking value chain
- Reach 500,000 households (2.5 million people)
- Target 25% of recipients as female-headed households
Approach
- The Government of DRC administers a results-based financing mechanism, paying private companies for verified clean-cooking reach rather than funding distribution directly.
